    Senate Bill 2 (SB2), known as the “Texas Property Tax Reform and Transparency Act of 2019,” made numerous changes to the process for adopting property tax rates. The 148-page bill made changes to the property appraisal and tax systems to make the process more transparent and easier for taxpayers to understand.

    SB2 reforms the system of property taxation in three ways: (1) lowering the tax rate a taxing unit (e.g. a school district) can adopt without voter approval and requiring a mandatory election to go above the lowered rate; (2) making numerous changes to the procedure by which a city adopts a tax rate; and (3) making several changes to the property tax appraisal process.

    SB2 requires each appraisal district (Tarrant Appraisal District, TAD) to create and maintain a property tax database that (1) contains information that is provided by the taxing units in the appraisal district; (2) is continuously updated as preliminary and revised data becomes available and is provided by the designated officers or employees of taxing units; (3) is accessible to the public; and (4) is searchable by property address and owner.
